Maximizing HEDIS Compliance Reimbursement for Chinatown Service Center


The Client

Founded in 1971, Chinatown Service Center (CSC) is one of Southern California’s largest Chinese-American community-based health and human service organizations. Serving over 100,000 visits annually, CSC holds the designation of a Federally Qualified Health Center (FQHC) and Certified Community Behavioral Health Clinic (CCBHC). As a Health Center Program grantee and FTCA deemed organization, CSC offers a wide range of healthcare services to underserved populations.

 

The Challenge

Chinatown Service Center faced challenges meeting Healthcare Effectiveness Data and Information Set (HEDIS) performance standards, which track core healthcare measures such as care effectiveness and access. Prior to using Med Tech Solutions’ (MTS) tools, CSC struggled with time-consuming manual processes, requiring administrative staff and clinicians to submit codes individually. This inefficiency impacted their ability to maximize reimbursement and clinician satisfaction.

 

The Solution

By pulling the necessary data and billable encounters, the template alleviated the administrative burden on clinicians, freeing them to focus more on patient care. Thanks to MTS’s HEDIS Quality Measures Template, Chinatown Service Center achieved exceptional results. In 2024, CSC earned top recognition from L.A. Care Health Plan, securing the #1 spot in chronic care and #3 recognition in women’s health services across the L.A. Care Health Plan network. The efficiency enabled not only maximized reimbursement opportunities but also improved care quality and clinician morale. CSC was recognized as the top performing clinic in chronic care as part of L.A. Care’s annual awards, which honor providers who serve some of the most vulnerable residents in Los Angeles County.

In its announcement of top performers in 2024, L.A. Care Health Plan emphasized the importance of providers like CSC in advancing health equity. John Baackes, L.A.
